Government Technology Programs

Meitar attorneys frequently appear before the Office of the Chief Scientist (OCS) of the Ministry of Industry, Trade and Labor on behalf of Israeli technology companies, as well as their foreign investors and purchasers. We have advised clients in precedent-setting arrangements with the OCS for transfers of technology abroad by Israeli companies receiving OCS financing, as well as technology sharing arrangements between Israeli and multinational companies.

 

Representative experience:
  • Representation of a large number of high-technology companies in obtaining OCS approval for foreign investments or acquisitions.
  • Representation of multinational companies with Israeli subsidiaries in connection with technology sharing arrangements to allow integration of OCS-funded products with products developed outside of Israel.
  • Representation of Israeli and foreign companies seeking to obtain OCS approval to transfer OCS-funded technology abroad, pursuant to recently-adopted legislation in Israel allowing such transfers.
  • Advising Israeli companies which have obtained OCS funding on their royalty payment obligations and domestic manufacturing obligations, as well as technology transfer limitations.
  • Acting as expert witness in US courts with respect to matters relating to the Office of the Chief Scientist of the Ministry of Industry, Trade and Labor.
