Michal Halperin

Michal Halperin is the head of Meitar’s Antitrust and Competition Group, and has extensive experience in both the civil and criminal aspects of antitrust law. Michal advises on complex mergers, monopoly cases, cartel cases and restrictive arrangement cases.

Michal is ranked as a leading antitrust practitioner in all independent guides, such as Chambers & Partners, Legal 500 and PLC Which lawyer? Yearbook.

Between 2002 and 2006 Michal served as the General Counsel of the Israel Antitrust Authority (IAA), where she headed a team of 25 attorneys and interns. In her position as chief legal counsel of the IAA, Michal was responsible for the prosecution of antitrust charges brought by the State of Israel. As part of her responsibilities at the IAA, Michal also handled all mergers that presented competition issues and was in charge of the enforcement of antitrust law against monopolies. Michal represented the IAA before the Supreme Court and the Antitrust Tribunal in complex litigation cases. Michal represented the IAA in the OECD and in the ICN – International Competition Network.

Prior to her work in the IAA, Michal was a partner in another Tel Aviv law firm and was a legal advisor to Mintz, Levin, Cohn, Ferris, Glovski and Popeo PC in Boston.

Recent representative experience:
  • Representation of Goldman Sachs and TPG Holdings on the one hand and Ontex on the other hand in the merger control proceedings in connection with the joint acquisition of GS and TPG of Ontex. Ontex is a company engaged in the manufacture and sales of hygienic disposables
  • Representation of Pfizer and King Pharmaceuticals in the merger control proceedings in connection with the merger of Pfizer and King
  • Representation of both Veolia and Egged (the Israeli leading public transportation cooperative and the sole provider of public bus transpiration in Jerusalem) in antitrust aspects relating to the acquisition by Egged of the Jerusalem Light Rail from Veolia 
  • Representation of El-Al Israel Airline in antitrust aspects (both merger control issues and abuse of dominant position issues) arising from the cargo agreement with Maman Cargo Terminals.
  • Representation of corporation and executives involved in the ongoing criminal investigation conducted by the Antitrust Authority of the bakeries market.
  • Representation of El-Al Israel Airline in the hearing proceedings and in the petition filed to the High Court of Justice, in connection with its request to operate domestic flights.
