William S. Galkin

William Galkin is of counsel to the firm’s Information Technology Group. Mr. Galkin has more than 20 years’ experience advising companies on structuring a wide variety of relationships in the areas of information technology, internet, e-commerce, content, and computer law, including licensing, development, alliance, distribution and outsourcing arrangements. Mr. Galkin represents companies of all sizes, from new startups to publicly-traded multinational enterprises.

Mr. Galkin has served as an adjunct professor of Computer Law at the University of Maryland School of Law; an adjunct professor of Business Law at the Merrick School of Business at the University of Baltimore; Special Intellectual Property Counsel for the Office of the Maryland Attorney General; Chairperson of the “Crimes in Cyberspace Panel” for the 19th National Information Systems Security Conference (Sponsored by the National Security Agency); and Faculty Member, “Seminar on Cyberlaw,” for the Maryland Institute for Continuing Legal Education.

Mr. Galkin has also written numerous articles on information technology including as a monthly “Cyber.law” columnist for the Baltimore Business Journal (1996-1997), and as the founder and editor in chief of The Computer Law Observer (1995-1998). He was also the founder and editor in chief of The Review of Maryland Laws (1993-1996). Mr. Galkin is currently working on the Maryland Intellectual Property and Technology Transactions Forms and Practice Manual.
